Walmart Load Fees

I searched online and found varying information. To add funds to the PayPal Prepaid MasterCard, Walmart apparently does this for you. I plan to load the card from my bank debit card. Walmart charges $3 per load I read but another site says the fee is $4.95. 

Im wondering if I can fund PayPal from my bank debit card and then fund my prepaid MasterCard via PayPal. If so, is there a fee for that?  And how long until the funds are available on the MasterCard?

Note: You can only add funds with a linked bank account (no cards) to PayPal balance and then transfer the PayPal balance funds to the linked PayPal PrePaid MasterCard account.

Or load cash to PayPal PrePaid Mastercard through a Netspend Reload Network Location.

Or via direct deposit.

The Walmart Cash In/Cash Out applies to the PayPal app or the PayPal Cash Debit MasterCard, a different card from the PayPal PrePaid MasterCard.
