Email about free $10 Not working???

Good afternoon, I just received an email a few minutes ago stating if I signed up I would be eligible for a free $10 from PayPal! I went ahead and tried to do what the email said and I keep getting an error message. If someone could provide some insight into the problem I am having, I would greatly appreciate the help! You only have 24hrs to activate the $10 offer and I believe you already should have a Paypal account (whether actively using it or not). It's only eligible for the first 90,000 account holders who click on the link sent to their emails. If you received an error message, you're either no longer eligible or the offer expired for you. I would email or call Paypal support (get the email or ph # directly from the Paypal website) just to be sure though.
