How to contact PayPal Cashback Mastercard customer service?

I've been trying to get my $100.00 statement credit for spending $1000.00 within 90 days since I received the email from Paypal that I earned it in November 2019. Synchrony refers me back to Paypal. Paypal chat messages says to email, but when I do I get this message:
"Sorry, we can't support this inquiry through our email webforms. Please call us a[Removed. Phone #s not permitted] We are ready to take your PayPal Cashback MasterCard questions 24/7."
That number routes back to Synchrony Bank who as mentioned, can't help me due to COVID-19.
I am seriously annoyed at this point and completely disappointed in PayPal. The customer service I received from agent Leilani in the messaging system was frustrating and inaccurate. Any ideas how to proceed?
