API to check if money has been sent to an email address

We are developing a solution to sell items over WhatsApp and USSD in Africa.

To accept payment from a customer we would like to instruct the customer to make a payment of USD to an paypal account email with a certain reference. 

When that payment has been made, we would like to be notified so we can process the item sold and send confirmation to the customer. 

Is it possible to do this customer journey on Paypal? If so, what API End Points would I use?
