Enabling Payouts API / Mass Pay

I have a business which sends over $30,000 per month in rebate payments to customers. 

 

I have built a custom plugin for my website to automate this process using Payouts API (currently doing in batches via Wise batch payment).

 

However as I turn this plugin to production and connect to my production paypal developer account, I've found I don't have PayPal payout API enabled. I've talked to customer support and cannot seem to get a straight answer - how do I actually get this function enabled?

 

I have been sent to merchant integration technical support. They have sent me back to regular customer support. I've spoken with a live person, and they transfer me around. I wait on hold for long periods of time and then the call drops.

 

I am beyond frustrated and need help from someone who knows this process.

I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/ca/smarthelp/home (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.

They will be able to assist you further as they are specially trained to address this type of account inquiry.

The same thing has happened to me. 

 

Our team has been working hard for weeks to integrate with your Payouts API, only to find out that our expected volume for this month (while we're in alpha!) is too low to enable the production environment. The "enable" link in the dashboard doesn't enable the API. It just shows a message to "contact us", which I've been trying to do for hours. Nobody with knowledge about the API will talk to me on the phone. The technical department points me to customer service, which points me back to the technical department.

Did you ever figure this out? Ive failed to contact support twice now in the chat and once on a phone call. I filled out the app and it said it would take 24 hours to hear back. It still says that and it was 3 months ago. I cant wait any longer this project needs access to payouts.
