I'm developing an application and would like to send payments from a Paypal account to one or more other Paypal accounts. From what I gather the Payouts API seems the correct choice for this, but is it free to use?
If not, then is there any alternative? My application won't (initially) be commercial so I'd rather not spend any money on it, and a free alternative even if limited would be enough for my case.
I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/de/smarthelp/home (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.
They will be able to assist you further as they are specially trained to address this type of account inquiry.
