Hello. My new WooCommerce website requires that PayPal transmit customer's billing/shipping address. The Customer must manually re-enter their billing/shipping address.
I implemented Amazon Pay on our website and Amazon transmits customer's billing/shipping address without any problems.
According PayPal-Community forum post, PayPal must enable the billing address feature in my production account. I opened a new case in PayPal-Support website and requested that PayPal enable the billing address feature, but they have not responded.

For LIVE accounts, I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/smarthelp/contact-us (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.
They will be able to assist you further as they are specially trained to address this type of account inquiry.

Dear Kavyar. Thank you for your help. I emailed PayPal Merchant Technical Support and they enabled the billing address feature. Now PayPal transmits Customer's billing address to our WooCommerce platform.

Why doesn’t PayPal have online customer service, especially for non-U.S. users? This is really frustrating.
