We are integrating paypal payout feature in one of our application using REST API. Currently we are testing the functionality using Sandbox credentials and everything is working except the payout fee. When we checked the transaction statement, it is always showing as $0.00 instead of $0.25. Please find an example below.

PayPal Fee $0.00 USD
Net Amount- $49.37 USD
Please let us know how we can fix it. Do we need to set up some configuration to make it work? A quick reply will be much appreciated.
Note: Our client is from US so the sandbox we are using also set country as US.
