handle over the phone customer service scenarios with the Paypal API

For handling over the phone customer service scenarios, where the customer wants to pay for their order over the phone, what's the best use of the PayPal REST API?  Can you attach a payment source with all of the card's information (name, billing address, account number, exp date and CVN) and send that order API request?
