Paypal "request money" overseas confusion? Please Help.

I'm selling a dress to a woman in Finland and I'm receiving the money through Paypal. She sent me a message telling me to do a "money request" to her because the fees will be cheaper. Is this true?
Is "request money" considered a personal transfer? I know that there's a fee for overseas transactions no matter what but I've done a bit of researching and it seems that if I request and receive money from her I will have to pay another fee?
"Please note that you'll be charged a small fee when you receive this payment."
We agreed that she would pay the fees so I'm confused, can I request that she pay the fee when I receive the money?
what would be the cheapest way to do this transaction? & what should I tell her?
