Verifying account with Direct Express (SSA) account

Here lies a problem seemingly overlooked.  I don't use a personal bank account because I am not rich enough to use one.  The bank account that has been attached to my paypal account to verify who I am, that I have the funds that I have, and proves I can pay, is my social security account which uses Comercia Bank.  That was verified by the fact that you took out funds ($1.95) from it and reimbursed that amount into my Paypal account..of which of course now I can not use because of your verification process.   Social Security, via their set up called Direct Express, is what I use to do my banking with. Direct Express uses Comercia Bank.  I've received several emails from you stating you can not verify with the bank.  That's most likely because the bank account is under the SSA Direct Express account... So, how do we proceed from here so that the monies I have in my paypal account i've had for years with an excellent rating can be accessed. Trying to remain patient...getting rather hard being I've not done anything wrong and feel penalized by this process cause others are dishonest, and my funds are held hostage as a result.

I received my new paypal business debit card and I can't activate it because I'm now using Direct Express? I dump my old bank and now paypal is dumping me? What gives? I have a valid routing number but I only know my last four account numbers.

Go to the Social Security website.   Follow the links to sign up for the direct express debit card signup.    On the sign up page.   There is a link to sign up for online access.   I don’t how far the transactions go back.   Go back to the posted paypal (Not memo) transaction.  Look at the details for Palpay number.   It should be there.    I hope this works.
