Paypal cancels Buyer/seller refund agreement?

I bought something on EBay that was not as described. The seller and I agreed to a $100.00 refund. On the Paypal site I agreed with the seller’s terms and accepted them and the refund.

 

According to Paypal… Paypal also says that… When you open a dispute, you need to follow a few guidelines. We automatically close or defer cases that don’t meet the guidelines. According to our records, you resolved the problem and closed the dispute in the Resolution Center. We don’t re-open cases that are canceled or closed.

 

Paypal states on my account that the partial refund is denied because it has been more than 10 days since the seller extended this refund offer and this offer has expired. The negotiations and settlement that the seller and I worked out took less than 24 hours and the item was purchase 7 days ago.

 

Since the seller and I had an agreement on the Paypal site and I accepted them why did Paypal cancel my refund after the $100.00 refund was agreed upon and accepted?
