What is "issue refund"?

What does "issue refund" mean? I bought an item, had to return it and was refunded. However, above that transaction was another with a box to "issue refund" of x amount of dollars. Does clicking on it and filling out the form mean that I pay the seller the x amount of dollars, or does it mean that the seller pays me back the x amount of dollars?

Have you sold any items recently? If you are seeing a link that says 'issue refund' then this would be for an item you sold and that you would like to issue a refund back to your buyer. Clicking this link and completing the form would initiate a refund back to the buyer. You should not have an 'issue refund' link for an item you purchased yourself.

I don't think the issue refund message is necessary, if you need to
issue a refund you only have to click on the detail. That takes you to
to the transaction page and you can work the refund from there.
