I purchased my postage label but it didn't print! Can I get a refund?

I hope so as I have two pending refunds with paypal afer my postage lables didn't print. I am owed £15 .20 and have been waiting 25 days.

I have been scouring around to find a solution, but the only posts are from people with the same problem - print failed and now impossible to determine how to re-print the label without paying again . It is also impossible to initiate a cancellation of the payment for Royal Mail . Some clever souls have found the secret route to the place where a refund can be applied for (it might be possisbl ebut not unless you are willing to spend a day or so trying) - but it would appear to take several months for the refund to be made even if you do manage to get to the secret place

Hi All,
I see that some of you are having trouble reprinting postage labels.
If your label didn't print properly, you can reprint it again at no extra cost. The label must be reprinted before its Label Expiry Date, which for Royal Mail items is the end of the next working day. For Parcelforce Worldwide services, it is possible to reprint a label for up to five working days after the initial request.
To reprint a label, please follow these steps:
1. Log in to your PayPal account at www.paypal.co.uk
2. Click 'History' near the top of the page.
3. Find either the details of the payment for which you created a label, or the payment for the label itself.
3. Click the 'Details' link in the Details column for the particular payment.
4. Scroll to the bottom of the Transaction Details page and click 'Reprint Label'.
Note:
• Labels can be reprinted only within 24 hours of generating the label for Royal Mail labels
• You can only use the purchased postage label for one package
• Labels will appear as shown on the sample page made available to you when printing a label

Not, it didn't help. I click on 'Details' as advised, but nothing to print appears there......very poor system, sorry. I know it's over a year since the query and it may have change the way you get label printed, but still very poor because many people seems to have the same problem and still obviously not clear, or just not working properly.
Is there a way to print a returning lable at all?
