Is the problem with Boots or PayPal?

I'm posting in this category, because my problem involves "Cancelled".

In March, I made a successful purchase using PayPal.

Yesterday, I tried to make a purchase from Boots the Chemist.

On the Boots site, the error message was simply "There was an error processing your payment......."

However, within a few seconds, I got an email from PayPal saying:

You submitted an order in the amount of 38.57 GBP to Boots.com
Thanks for using PayPal. Please note that this is not a charge. Your account will be charged when the merchant processes your payment.

I contacted Boots, who said that they will log the issue, and that I should try again in a couple of days.

I checked my PayPal account, and the transaction was marked "Cancelled".

The meaning of "Cancelled" is as follows:

    * Money requests: You or the sender cancelled the request.
    * Payments sent: The sender cancelled this payment. The sender’s account was credited back with the money.
    * Subscriptions: The subscription has been cancelled.

(a)  I assume that "the sender" is me. But I didn't cancel anything.

(b)  I'm not sure who "You" is.

So my question is:  Is the problem with PayPal or Boots?

BTW1:  I checked my card details in PayPal. I noticed that the CSC was blank. (Remember that I made a successful purchase in March.) I filled in the CSC, clicked Save. The CSC remained at the value I typed. I logged out, then logged back in. This time the CSC was blank again.
Is that normal?

BTW2:  I'm sure I clicked every link on the Resolution Centre page, but I could't find any situation that matches mine.

Hi OldGrantonian,

I'm not sure exactly what may have happened here but one thing that I can be nearly sure about based on what you are saying is that the payment didn't complete.

I realise that when you are trying to check your card information, the CSC field is showing up as being blank. This may be a security setting on the PayPal website so that you can't check your card information when you are trying to edit your card. If you were to enter the correct CSC information, this would save on your account and the information would not be viewable to anyone, even if you try and edit the card yourself.

In regards to the payment itself, there are a few possible reasons as to why this payment didn't complete. One possible reason is that Boots rejected the payment as they didn't have the item in stock. Another possible reason is that the payment may have failed. It is hard to know if the issue was on PayPal's side or with the merchant, Boots. If you have any further enquiries as to why the payment has failed, you can try contacting customer services directly and we can look in to it on your behalf.

My best advice would be to double check that your expiry date, billing address and your CSC information on file for your card is correct. Then try the payment again in a day or so and hopefully it will complete without any problems for you.

I hope this helps,

David.
