Lost refund. Help!

Bought two airline tickets with PayPal using my bank account. Next day I cancelled itinerary. PayPal refunded only ONE ticket amount as evidence of my wallet. 2nd ticket is listed as "refunded" but it never made it in to my wallet. Calls to PP confirmed the money is lost and they blame the airline. Airline says both tickets refunded to PayPal immediately.
My wallet clearly shows an amount equal to ONE ticket and again, customer service confirms the refund has not yet been placed in to my account. Why post it as "refunded" then? Is it possible since both tickets are identical amounts that they overlooked the second refund?
I am stuck in purgatory.
PayPal lists that purchase as refunded, but confirmed on phone that the refund is not yet in my account. Is this fraud? Theft? I can't get anywhere and need my money back. This is so awful. Can anyone help please?

I bought some car parts from Jegs using paypal linked to my checking account to pay for them. Jegs did not have all the parts so issued two refunds, one for the part $210 and one for shipping $99, Both appeared as refunds but only the $210 made it to my balance. The $99 has vanished and after hours on the phone with paypal I got NOWHERE. I have filed a complaint with the better business bureau, I am at wits end. As far as I am concerned paypal did a disappearing act with my money. If I had not been paying attention they would have gotten away clean. How many more people does this happen to? I now pay for everything with my debit card. Very sorry service.
