Need advice! Refunded seller requesting fees!

Ebay sent out members a 20% offer code a day ago. Sadly for me a while back I'd set ebay's payments to be automatic so where normal sellers have a space for a code, there was no space for me, my payment was automatic and due to this oversight on ebay's part my 20% was not applied.
Ebay did not help, so I had to get the seller to refund me which they gratefully did. However, they incurred fees from paypal. I was shown the fees on the refund they attached. I didn't know they'd incur a fee and now they are asking me to pay it. The fee is £1.93. I am not happy to pay this as it is not my fau;t. However I am not happy the seller has incurred a fee as it was also not their fault.
I have no faith ebay will pay them back because ebay were less than helpful when the fault intially happened and wanted me to prove the fault by going through with another purchase and taking screenshots every step of the way to prove no opportunity to add in a code, they let me know there would be no refund for this additional screen-shot-sale to prove the fault. I said I was not happy to do this at my own cost, they said they were not happy to help me and closed the dispute.
I am now hoping there is a way I can get Paypal to help, because the money has gone to paypal not to ebay, it's just ebay's fault the whole thing happened at all...but if there is a way to get Paypal to refund, this would be the next best step because there should be no need for Paypal to take money that was refunded due to an error and no product having been sent out, the refund happened within an hour or so of the sale happeneing.
Is there anyone who can help advise? I'm stuck as to what to try next!

The seller could not have used the 'refund option' but used instead the 'send money' option.
When you pay a seller they are charged a % and a fixed fee of 20p. When they use the 'refund' option then the % fee is refunded at the same time and all they pay is the 20p fixed fee.
Advice is voluntary.

That's what I thought, but the email that confirmed the refund clearly stated "the seller has refunded you". They have additionally attached an invoice which clearly shows they are down £1.93. The attachment is a screenshot of the recipet sent to them by email from Paypal and shows there was a refund and then there was a fee and then the amount they were charged was £1.93, see below;
I have told them the amount they were charged would have been refunded to them but they are adament they are down £1.93. I am not sure what to say to them to reassure them they have not been charged because they refunded me and paypal would have refunded that fee to them- that is my understanding of it anyway. But they are sure....

Well thats the info they got when you paid, that fee would have been refunded minus the fixed fee part when they refunded, if they used the refund option.
Advice is voluntary.

That's what I thought, apparently they've only had the £48 back not the full £50 refunded. I'm not sure why they'd not get a full refund, they should have done less apparenty 40p (20p per transaction according to Paypal). £1.93 is what they're missing though.
