Partial refund instead of full

So I've got a problem and not sure how to resolve it. I have sent a payment to a seller that needed currency conversion. Let's say £1000. But the seller only got let's say £900 (which was 1000 - paypal fees). He has asked me to pay the missing 100 as he has put a price on his service to be £1000 and he doesnt want to be short (which I get). However I didn't want to pay an extra £100 as that would mean the service I bought would cost me £1100 in total not £1000 as anticipated. When i refused to pay the missing £100 me and the seller we have agreed to call it off. He went to a transaction description and processed a refund of the payment (he didnt gave a choice of full or partial refund etc. Just an option to return the payment as he did). The problem is I have only £900 returned to my account and it says partial refund when the seller wanted to do the full one. The seller claims he wasn't able to change the amount to £1000 probably because he doesnt have £1000 in his paypal balance. So now the partial refund is pending and it looks like I will be £100 of paypal fees short when it's complete. How do i get paypal fees back in this situation?

I am sorry to hear of your situation. 

 

It sounds like there was a currency conversion charged along with the receiving fee which could explain why your seller received less. Generally if a seller is refunding the payment you would receive the full amount back that you paid. If it is showing as a partial refund on your end it would mean that your seller did not refund the full amount to you. I would advise to check with them to ensure that they clicked the option to refund in full. If you are unsure about the refund you can always contact us directly so we can check it for you.
