Why hold my Refund and charge me fee's for the privilege of holding my cash

Ok I brought something on Ebay and payed with paypal , then the item was not sent and the seller gave me a refund , Now its being held and I am being charged a handling fee and now i find out my refund could be held for upto 60 days ?.

So for using paypal to buy something I did not get it has cost me £2,50 ish fee's to get my Money back which I can not get for upto 60 days , while paypay , gets to take the fee's from me and possibly the seller then collecting the interest on my money they are holding from me , Once i get my cash back I will close my account because i feel I am being conned and forced to pay fee's for things that was not my fault and should be taken from the sellers account not mine

If your refund is held AND you were charged a fee then your seller DID NOT refund you.

 

Instead of using the refund option they must have used the send money > goods option, if they did that then paypal would have seen you as a new seller, charged you a fee and started you on the new seller hold (21 days not 60).

 

Even if it was after 60 days and the seller could not refund you using the refund link they could still have used the send money > family / friends option when you would not have had a hold and would not have been charged a fee unless the seller "selected" you to pay the fee for funding the refund via his credit card (its free if he used his bank account for the refund).
