How do I chat with PayPal support?

I want to download my data from my PayPal account showing my name, email and bank card, and when I do that, it tells me that it will send a code to the phone number so that I can download my data, and when I send the number to my phone, the activation number does not arrive.
I have re-sent the number until the service has been disabled, how can I download my data?
