Hello, I sold an iteam, buyer used buyer protection, i sent it and have this proving information: ticket, serial code of shipping. Buyer reported that he didn't get iteam, and i answered that i have ticket add photo, but paypal still was on buyer side. Now i have -140EU in my wallet because I sent iteam, have information which proves that i did it... Thank You Paypal "you are the best" 
What can I do, i can't any more report this problem because it is "solved". But I will not let my hands down!

PayPal is extremely unsafe and unstable for sellers. There are many scams buyers use and PayPal has no system in place to deal with it, and does not care about the sellers T&C that a buyer agrees to when they place their purchases, which is illegal. In our terms all shipping concerns need to be raised with the shipping provider. But some buyers try to offload the burden on us. For example, buyers may opt for non-tracked delivery. And you need cheap options to gain sales. If you ship items to Europe buyers may be subject to customs and duty charges. Many buyers don't want to pay this and disregard it and then file an "item not received" claim meaning PayPal will try to enforce to refund them while you lose your goods plus the sales.... This is completely criminal and by this system PayPal is collaborating in fraud.
