Why is the income I received from TikTok live gifts reported as income for the selling of goods and services?

You’ll need to ask TikTok that to be sure.
But it seems like when the audience sends these Live Gifts (with purchased coins they buy from Tik Tok), you receive Diamonds which can be redeemed for cash and perhaps Tik Tok doesn’t use PayPal Payouts method (no fee to PayPal recipients) to send the funds to your PayPal account but instead as goods and services. Even if Tok Tok uses PayPal Payouts method to distribute cash from redeemed Diamonds, it may still be reported on the 1099-K to the IRS. You’ll have to consult a tax advisor regarding tax liability of these payments.
