I received the email telling me how to access my 1099 form. When I go to get it, PayPal states "you have no tax forms for "2020" - Does this mean I do not owe taxes and do not have a 1099?

No, it does not necessarily mean you don’t owe taxes. It means your transactions weren’t reported to the IRS as of yet or at all unless you see the form available for download. You can still include your PayPal goods and services transactions on your tax return without the 1099K. Consult a tax professional.
