Need to know buyer country and province (if in Canada)

Hi,
We have a website running ubercart where rather then asking for the billing details on our own site we just fire them straight to paypal to process the payment after they decide which products to buy. Every product we sell on our site is not shippable.
For every order we've received so far (we've just gone online with the store) in our paypal transaction history we are unable to find out where the user is from. We need to know this as we are required to pay HST/GST on any orders from Canadian clients. We are willing to 'eat' these costs for Canadian orders, but being honest citizens we do need to know where each order originates so that we can submit the appropriate taxes.
I think the problem is that the items we sell are not shippable so Paypal assumes we have no need for our client's shipping details, however in our case we do need to know the province and country.
Any ideas?
