So I just noticed a statement in my email that it was getting taken out of my account every month or weekly I should say I have the statements to prove it and it's been going on since I've had PayPal which is I think two three years two years

Check if you had a subscription set up and cancel it?
Click on the profile / settings tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''
