Error linking personal sandbox account with partner api

I'm using the partner referrals api to generate an action url to allow sellers on my site to link their paypal account. When testing in sandbox mode, I'm able to successfully link a sandbox business account, but when trying to link a sandbox personal account, clicking "Agree and Connect" causes an error and leads to a blank screen. I've attached a screenshot of the errors:

Thank you for posting to the PayPal Merchant Community.

 

Please make sure the onboarding settings for your sandbox platform client ID are set to “mixed” which will allow you to onboard business and personal PayPal sandbox accounts. You can access these settings from your PayPal developer dashboard [https://developer.paypal.com/dashboard/applications/sandbox] and selecting your platform client ID. From there you can select the option to onboard Business, Casual Sellers, or Mixed.

This should resolve the issue, but please let us know if you continue to experience onboarding issues after updating the settings.

We already have "mixed" selected, but we're still unable to onboard personal accounts.
