I am on the sandbox website and requesting a refund for a checkout order. After clicking the<Issue Refund>button on the page, the message "Something is not right. Try again later. If you continue to see the same issue, contact customer support.”, May I ask what caused this?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
