2 email address for the same seller?!

Hello, I have raised a dispute with PayPal about an item I paid for and the money was sent to an incorrect email address using goods and services, but PayPal have declined the refund? I don’t understand why? As clearly the seller has 2 different email accounts but is claiming that the payment hasn’t reached him. I’ve tried to open up a new claim in the resolution centre but it won’t let me do this? Any way I can get my money back as this is clearly a very clever scam

No idea what case you filed but contact customer services and ask to change the case to item not received.
