Welcome to the PayPal Community, this is a great question! In short, no, it is not usual to have to send any kind of gift card to someone to complete a purchase. It does sound like a scam we hear about from time to time, so I would not recommend sending any kind of gift card to someone when you are trying to purchase an item. Also, when making a purchase, you want to avoid sending money as Friends and Family on your PayPal account if you want your transaction to be eligible for Purchase Protection.
