Company demands ID before releasing product

I authorized a payment thru PayPal to a foreign company (Jetimpex Inc) that sells a popular WordPress theme that I want. They will not give me the product until I also send them a scan of my government issued photo ID. This feels way off base to me, and I'm feeling like I should forget about it and look for another theme. Thoughts?

Some merchants have gone that far to protect themselves and as a deterrent from fraud in stolen cc chargebacks. With digital goods, I am not surprised. The choice is yours.
