Conflict fee level classified at high volume

I have a paypal business account and sell digital goods. Unfortunately, I had three customers in April and May, each of whom tried to cheat on services.
Booked digital services, used them and then reversed the payments via Paypal using the conflict function. The whole thing has been resolved. I sent the evidence of the delivered services and also our right of withdrawal is watertight here. Paypal has decided in our favor.

And yet my "conflict fee level" was now classified on high volume? Sounds to me disadvantageous for my business account, there was except for these three customers otherwise NEVER a conflict in over 3 years! Can I appeal against this?
