Fluctuating limits destroying business.

I am a small business and have submitted all the required documentation to Paypal. Over the last month, I have been getting numerous emails informing my that the amount available for immediate withdrawal has either increased or decreased. These emails appear automated and are happening every few days. The differences in amounts are substantial and this is severely affecting my business. For example:
My limit before this started was £12,900. It decreased to £1,500 overnight, went back to £6,600 the next day, back to £1,500 the day after, has even changed to a dollar amount and has been fluctuating non stop ever since. I now have money on hold that I cannot access that is essential for my cash flow. My account tells me that I can apply for a limit on 20th October 2020- so even that is **bleep** up!
Countless calls to customer services have only resulted in the issue being passed to the un-named back office who are not contactable in any way. Nobody will do anything to help. The level of service is disgusting and I don't know what else to do. Why is this happening, and why won't anyone help?
