HOW TO WITHDRAW FUNDS 180 DAYS LIMITED

I'm limited to use Paypal Permanently then 2 days ago, I received an email that I am eligible to withdraw the funds now after 180 days. Though there's an error when I try to link my bank account says "There's a problem with your account. Please go to resolution center" But when I click the resolution center, no further instructions are there how to proceed. What should I do?

Contact customer services about the situation and ask them to help you link bank/card to withdraw, if needed, and to turn on the withdraw function.

Hi thank you so much! Though when I check, I am only able to call. And i am in Asia. How to call them if I'm from ASIA? i can't seem to call from here. Any work around? Message us is not visible as well. I appreciate you for replying to me.
