How can I find out when a case I filed will actually be resolved?

I paid a seller in January, they refused to send the item and ghosted me. After filing the claim they've been texting me really aggressively and swearing a lot. Now they're ghosting me again. I filed this case 2 months ago. It's for 90 USD so it's a lot of money for me and I really need it back. It's been nearly 8 months now since I paid and the info on the website is useless. It's been at the "under review" stage this whole time. Just wanting to know if anyone has had a similar experience and has a guess on when it'll actually be resolved? Paypal reckoned 7 days but clearly not accurate. Thanks!

Which dispute type did you open and when did you escalate to a claim?

Has the seller provided tracking at all?

Was it an international transaction?

I originally filed it as a product never got delivered 2 months ago, then 1 month ago I changed it to seller agreed on refund and never gave it (they had messaged me promising a refund by late June and never gave it). I never manually escalated to a claim myself but the dispute is still open after 2 months so I imagine it became a claim on its own because I can't find anywhere to make it a claim
