How do I freeze a PayPal account

I started 6 months ago to stop using PayPal for purchases until I had paid down my eBay card balance. About two months ago I saw a charge appear on my balance from a vendor.  I changed my password and asked it there were any way to block the vendor from billing me for services I hadn't received. I disputed the charge in Resolution center. Then over the next weeks I saw more charges from the same vendor and I disputed all of them. Eventually I got an email from PayPal saying they had tried to telephone me and, not having reached me, they had closed the dispute.  Now they say I owe the charges.  I don;t want to pay for two reasons: 1) I didn't make the charges or receive any services. 2) I don't want to bring my PayPal balance up to date only to have the same vendor drain my payment source again. When I try to go to Resolution Center it refuses to allow me to dispute the fraudulent charges.  Is there a telephone number where I can talk to an actual person to resolve this?

It is WAY too easy for paypal to link with a vendor or creditors and way too DIFFICULT to unlink!

The reply I read says click on link at the bottom of every paypal account... there is no such link, I've been looking since 7am..
