How do I get Paypal to review a case for seller protection eligibility again?

I got an item not received chargeback. Usually these chargebacks are covered under Paypal's seller protection even when the bank decides to give the buyer his money back. This time for some reason Paypal decided that this transaction isn't eligible for seller protection. It's not different from the other item not received chargebacks I've received that were covered. Is there a way to appeal this decision?

 

I tried calling Paypal support. They either say Paypal doesn't cover any chargebacks which isn't true or they say that the transaction is covered and I'll get my money back despite it saying I won't get it back in my resolution center.

I'm sorry to hear that the chargeback was not found in your favor. Were you able to provide proof of delivery to the address in the transaction details? Were all other requirements of Seller Protection met? If there were any extenuating circumstances that caused the Seller Protection to be voided, that may be the situation that caused the coverage to not be applied. If not, I recommend reaching out to Customer Service again. In addition to the methods listed on the Contact Us page, you could opt instead to send a PM by Facebook or a DM by Twitter.
