How to appeal to the case when Im a buyer

Hello,
I really need some guidance.
I purchased a wedding dress( new with tags), it arrived. I thought its as described.
Problem is when I was meeting up with my bridesmaids, a few days before to go to the shop for alterations , one of them notices that there is a mark on the dress, I was completely devastated.
Seller purchased dress in April 21, and sold it to me in April 22.
Just to explain, I'm parshly blind, and just had surgery in March 22, this is why I couldn't see this mark on the dress.
I opened the case via eBay, and they closed it as its just by few days over a claim period.
After
I opened case via PayPal, and they closed it with a reason as 'buyers protection only covered items or services that weren't delivered or significantly not-as -described.
Mark on the dress haven't been described by the seller.
Could someone please advise on what shall I do.
Shall I contact my bank? I paid by visa.

Contact customer services to appeal. If that is unsuccessful, then file a chargeback through your Visa card. Once you open a chargeback with Visa, you cannot go back to PayPal so if you have questions about the chargeback process (for example, whether your purchase is covered), contact your card issuer without filing a chargeback.
