How to register again on PayPal

In 2019 i got my account permanently limited due to unactivity, in the mail stating that it also said that i could re-create the account using the same email adress and stuff, but if i try to register it says that my email is already registered.

I can't even close my account.

You can't re-use an email address that is still linked to an open account even if that account is limited its still open.

You also can't close a limited account unless customer services allows it so best check back with them?
