How to remove account limitations?

Hi! I've been using Paypal for a little more than a month now. I recently got an email from Paypal saying that I applied for a Paypal product (which I don't recall applying) and my account has been limited since and requires additional confirmations. Now the issue I'm facing is it's actually asking me for documents that I don't have. I'm a freelance artist and I provide services to individuals all over the world. Paypal is asking me to provide Business License but I'm not a registered business but an individual who provides freelance services to people around the world. Secondly, Paypal is asking me to provide Vendor/Supplier details which I also don't have because there is no Vendor/Supplier involved. I cannot send or withdraw money until the limitation is removed. It's $800 at risk which I worked really hard for. I tried contacting support but I haven't heard back from them.

Create a Word Doc or pdf explaining why you do not have the requested information. Once you have created this, you should be able to upload it to resolve this step. It is not guaranteed that it will be accepted, but providing this will allow the step to be resolved and once all steps have been completed, the account will move into review.

I  uploaded a PDF explaining the issue and why I dont have the information they asked for. It moved to review but after a couple hours I got an email that my account has been PERMANENTLY limited due to high number of Claims or Chargebacks. I only got 2 disputes on my account so far and the last was based on wrongful information. The client simply wanted a refund but instead of asking me he filed a dispute providing wrong information. I explained it to Paypal Customer Support team that the information provided by client was wrong and I have proof that none of what he mentioned in the dispute was true but they dont care. Paypal needs to think about sellers as well, if that client had simply asked me to refund the money I would have. Now my account is permanently limited with almost $1100 in it and I'm struggling to pay my bills just because the other party Lied and paypal only supports the BUYER and not the SELLER.
