I setup paypal account almost 2 months ago, and after accepting two payment, i received mail from PayPal stating that I can't do business on the paypal as they limited my account permanently and they gave me reason that the user is underage or non approve country. However I am not underage user nor from the non approve country, does anyone have any idea how i can prove them wrong and get my PayPal account start working again.

The point 'may' be that you were a minor when you set up the account? If so it would always be an illegally made minor account.

You have a paypal account registered in India so do you live in India?

Yes i live in India and my bank account is also from India, I was not minor when I created my account. What could be the reason? Is there anyway that they can restore my account if I would prove them that I am from India and was not minor when I created that account.

You would need to contact them and ask.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
