I encountered a scammer, how do i report him?

Someone tried to scam me on facebook market place. His account on paypal is [removed]

I didnt go through with any transactions because he ofcourse refused to send an invoice, does this mean i cant report him?

I see you're looking to report about a scammer to PayPal! You can report any violation towards PayPal's acceptable user policy here. Please remember that PayPal internal system always reviews every account, and will take necessary actions towards the account if there's any issue/violation found.
