I received a Paypal email about a new account I didn't create

I received a legitimate looking email from [removed] . The subject is: "Please confirm your email address". The email addresses me by my first and last name. The email starts by saying: "You've just created a new PayPal account. Please confirm your email address to let us know you're the rightful owner of this account." It then has a box to click to confirm my email address. The box link goes to https://www.paypal.com.. . Everything about this email looks legit except for two things: 1) I have not created a new account, and 2) the email address this was sent to is one I never use that is the email created by my ISP which I have automatically forwarded to my to another account that is the account I use for everything.

 

So at this point it looks to me as if the email really is from Paypal and that it is telling me that someone else has created a Paypal account using my name and my ISP email address. Is there any other explanation? Assuming I am correct how do I notify Paypal that someone else has created this account in my name?  BTW my actual account uses 2FA via Authy authenticator. Thanks for your input.

I am sorry to hear this has happened. I appreciate receiving unsolicited emails about an account being made can be so concerning.
