I've been sent the paypal account of an email scammer. How do I report their account?

I have the paypal account used by an email scammer trying to scam innocent people out of their money. I need to know how to report this account to stop future scams from them.

Click Legal at the bottom of the page.
Click PayPal Acceptable Use Policy.
Select report under Violations of the Acceptable Use Policy.
