Keep receiving fake payments in PHP currency

I've received 5 fake payment transactions over the last 4 days. I say they are fake because I don't sell the item listed. The addresses from all of the transactions are supposedly Canadian addresses, names are all different, and item is the same with all listed in PHP currency. They list payment like this:

Purchase details: Men's jogging pocket design sweatpants New cotton camouflage men's fitness multi-pocket jogging pants fashion training suit 
 
TransactionDiscount- ₱73.98 PHP
Purchase total₱1.02 PHP
Fee-₱1.02 PHP
Total₱0.00 PHP
Anyway, I reported one transaction, and then it said person was refunded their fee. I'm not sure what is going on and cannot get a hold of customer service. I've sent the transaction e-mails to phishing@paypal.com even though the transactions actually show up in my account, sent a message via the message center, tried to call customer service but can't get a live person. I already changed my password and put two factor auth on my account but still got another one of these payments this morning. How do I stop these weird transactions on my account?

Welcome to the PayPal Community! I'm sorry to hear you've been receiving unexpected transactions through PayPal. I can certainly understand how concerning this must be. Have you tried changing your email address? Since the way you receive a payment is through your email address or phone number, I'd recommend adding and confirming a new email address or phone number - whichever you're receiving those payments at.

Me too - I have had 4 of these this week alone. I tried contacting PayPal help and they told me I should "shut down" my website where I sell things. Um, I sell things on Etsy so I cannot shut that down. It is so unreasonable the "fixes" they have suggested. I am not a web developer - I cannot simply overhaul my security protocol on "my site" when I use 3rd party sites to sell. PayPal really needs to have an ON-platform fix for this, such as being able to block currencies or out of country purchases. 
I just keep reporting it and getting my cross-border fees reimbursed, but this is going to get old fast. I am going to try changing my emails but I don't think I have any more emails I can use! :*(

The things I did were

1) Change my password

2) Deleted past logins as one was suspicious and from an unknown location

3) Added 2 factor auth to my login

4) Blocked currencies I do not hold under the seller tools (I first had to remove PHP as a currency because once they send  you the fake payment, it shows you holding dollars and PHP as currencies in Paypal balance, so remove that first).

 

Nothing seemed to stop the payments until #4 when I changed the currency setting in seller tools. They stopped after that. I receive Paypal payments from other countries, but it is converted to dollars on the payee side when they pay, so you don't have to worry about losing sales from other countries (the only thing I sell is an online e-book). I did not change my e-mail.

I had the same for $0.00 PHP and just assumed they were a scam. I even reported a couple of them, but Paypal didn't do anything about it (as far as I know).

Now Paypal just limited my account permanently !!?? I am using Paypal to make payments only, never to receive payments. And now that my account has been limited, I can't get in touch with anyone from Paypal, that's just ridiculous.

To those landing on this thread, don't do like me and let these pass by thinking Paypal is doing their job, as you will be the one getting banned.

If anyone was able to revert this decision by Paypal, please let me know.
