I reported a fraud to Paypal today regarding a host on Lastminute.com. They are advertising a villa in the centre of Florence using somebody else address (Amici di Ponte Vecchio, which is a panini shop). Tomorrow PayPal is supposed to take the money on my dutch account but I reported this as a scam (I tried to phone the host, no answer). I always used PayPal and I have never had any issue. I am quite disappointed about today, since I encountered few scammers also on booking.com.

Paypal covers you for non receipt of item OR items received but not as described.
You can also report fraud i.e unauthorised transactions if you have been hacked and someone made a transaction without your consent.
Paypal can't cancel a payment that has already been completed to the sender you requested them to send it to.
However if you made the transaction and it has completed then the best option is to raise a dispute for 'service not received' > put in all the information and raise it to a claim.
Advice is voluntary.
