Money deducted, amount shows under pre authorisation, what does this mean?

I was trying to pay on an ecommerce website through paypal

The money got deducted from my account and my order did not go through

When i came back and checked on paypal there was a weird notification 

"Preauthorisation ₹ XXXX INR

On 14 February 2021, ₹ XXXX INR was preauthorised for a purchase on your card xx-ABCD. If it isn’t completed or it’s completed for a different amount, any pending amounts will drop off, usually within a day."

I don't know what this means, it happened yesterday and still my money is deducted and my order is not complete.

I dont know where my money went. Paypal wont answer calls and the automated message system is of no help either.
