My account has been permanently limited while I had zero cases and I have never had any disputes, I have also verified the account. What is the procedure to recover the account?

If its a permanent limitation then unlikely you can do so, you would need to check with customer services.

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
