My case keeps getting prologed

So I received a wrong item in the order. I shipped the item back as paypal requested and every day the ETA of the case resolution keeps getting pushed back. It started off at 21st of march and now its gone up to 1st of april. I just dont understand when can I fet my refund back

Does tracking show the item as delivered back to the seller?

Yes it does and even Paypal acknowledged it. The seller was Ebay, or should I say a private seller on Ebay.com. It first said they are waiting on info from the seller after I sent the item. Now it says they are reviewing the case and when I asked paypal what are they reviewing they answered weather or not the package arrived to the seller. But we arleady established it did. Im very confused and its taking way too long. This phone I ordered was supposed to be a birthday gift...
