My son was told he must be 21 to have a paypal account in MS where we live.

My son has had a paypal account for 2 years using his bank account. He turned 18 on 10-4-22 and just applied for paypal credit. He was told previously he needed to be 18 to apply. Paypal locked his account so he called and waited on hold for 3 hrs after the first person said that there was a mistake in turning him down and transferred him. He called back today after hanging up from the 3 hr wait. Today they said he can’t have a paypal account in Mississippi until he’s 21! And locked his account. I’ve never heard of this and want answers. Any help is appreciated., thanks

Paypal does not allow account holders under the age of 18 and sounds as if he was not even 18 when he opened the account let alone 21?

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As you would be unable to verify your account it would be permanently locked for further use.

Even if he was 30 now once paypal found out the account was opened as an illegally made underage account it would be limited.
They would never be able to use that illegally opened underage account again.

However besides all that if you look at Paypals user agreement for your country, in the very first paragraph it states >>>

This user agreement is a contract between you and PayPal, Inc. governing your use of your PayPal account and the PayPal services. It applies to U.S. PayPal accounts only. If you are an individual, you must be a resident of the United States or one of its territories and at least 18 years old, or the age of majority in your state of residence to open a U.S. PayPal account and use the PayPal services. If you are a business, the business must be organized in, operating in, or a resident of, the United States or one of its territories to open a U.S. PayPal account and use the PayPal services.

The age of majority in your state is I believe 21?
