Opening a dispute for art commission.

Hi there,
I'm looking for advice on how to start a dispute for an art commission. I paid in full on the Apr/11 and I have made several attempts to contact the artist. The one time they messaged me back, they trauma dumped on me. I gave them to benefit of the doubt, giving them a few more days to provide me with the sketch preview. It has now almost been a month since their last message. I know this isn't a scam as I know several people who have successfully received art from them, and one friend is currently waiting on a second commission from them.
My main question is how do I go about a dispute? I was in the middle of starting one but I'm unsure of the options I'm supposed to pick in order to be successful with my dispute. Messages between us below.
